Houston City Council Agenda – October 20, 2020

The city will consider the following agenda items at the Houston City Council meeting scheduled for Tuesday, October 20, 2020, which will be held virtually via Microsoft Teams at 1:40 PM. Public comment will be allowed Tuesday, October 20, 2020 by teleconference as well as in person. This meeting will cover topics such as the adoption of a citywide Climate Action Plan, the creating of an Office of Sustainability for the City of Houston, the submission of grant applications to Texas Parks & Wildlife, the expansion of a number of Municipal Utility Districts, among other topics.

  • Agenda Item 4 is a request from the Mayor for confirmation of the appointment of Zion Escobar to the Bicycle Advisory Committee.
  • Agenda Item 9 is a recommendation from the Director of Houston Public Works for approval of the final contract amount of $12,326,272 for Woodshire Drainage and Paving Improvements.
  • Agenda Item 13 is a resolution supporting the adoption of City of Houston Climate Action Plan to be used by the City of Houston to mitigate Anthropogenic Greenhouse Gas Emissions and the Associated Climactic Impacts.
  • Agenda Item 14 is an ordinance adding a new Division 2 to Article XVI, Chapter 2 of the Code of Ordinances, Houston, Texas, creating the City of Houston Office of Sustainability.
  • Agenda Item 31 is an ordinance approving the submission of a grant application to the Texas Parks & Wildlife Department for Urban Outdoor Grand Programs, related to the development of Sunset Heights Park.
  • Agenda Item 32 is an ordinance approving the submission of a grant application to the Texas Parks & Wildlife Department for the Community Outdoor Outreach Program for the City of Houston Parks and Recreation.
  • Agenda Item 33 is an ordinance consenting to the addition of 108.097 acres of land to the Northwest Freeway Municipal Utility District.
  • Agenda Item 34 is an ordinance consenting to the addition of 1.067 acres of land to the Sheldon Road Municipal Utility District.
  • Agenda Item 35 is an ordinance consenting to the addition of 1.7195 acres of land to the Spring Creek Municipal Utility District.
  • Agenda Items 37 and 38 are ordinances related to the Flood Mitigation Assistance Home Elevation Project, for a contract between the City of Houston and property owners of a property on South Braeswood Boulevard.
  • Agenda Item 40 is an ordinance appropriating $875,600 out of a Federal Grant Fund approving and authorizing an Engineering Services Contract for a project relating to the Spellman Detention Basin.
  • Agenda Item 41 is an ordinance appropriating $6,081,762 out of Dedicated Drainage and Street Renewal Capital Fund for Paving and Drainage Projects.
  • Agenda Item 42 is an ordinance awarding a contract to Grava, LLC for FY2021 Ditch Maintenance; maximum contract amount $850,000.
  • Agenda Item 44 is the second reading of Ordinance No. 2020-883, first present on the October 14 meeting, granting to Federal Maintenance Services, INC, the right, privilege, and franchise to collect, haul, and transport solid waste and industrial waste from commercial properties located within the City of Houston, Texas.
