Harris County Office of County Administration seeks Sustainability Grants Manager

Position Description

Under minimal supervision, the Sustainable Grants Manager will lead the identification, pursuit, and implementation of federal, state, and philanthropic grants focused on sustainability, energy efficiency, climate justice, and energy infrastructure in Harris County.

Individuals in this role will play a crucial role in driving the organization’s sustainability initiatives and securing grants to support various projects related to Harris County’s Climate Justice and Climate Action Plan for internal operations. The position will also be responsible for managing the entire grant(s) lifecycle, including identifying opportunities, developing concept papers and proposals, submitting grant applications, project implementation, and grant closeout.

The Sustainable Grants Manager will contribute strategic insights and expertise that will lead to the growth of our sustainability efforts and help Harris County towards a cleaner, healthier, and more resilient future.

Duties and Responsibilities:

  • Proposal Development: Leads the development of comprehensive grant proposals, ensuring alignment with identified opportunities and addressing the unique needs of the county, including strategies for clean energy, sustainability, and climate justice projects. As well as supporting relevant departments in crafting project budgets that adhere to grant requirements and federal program guidelines, and collaborating with the Climate Justice Manager to ensure that grant opportunities encompass a focus on Climate Justice and incorporate federal regulations and policies related to the Justice40 Initiative.
  • Grant Research: Conducts thorough research to identify federal grant and elective pay opportunities, such as those linked to the Inflation Reduction Act and Bipartisan Infrastructure Law, that align with energy sustainability and climate justice initiatives.
  • Compliance and Reporting: Ensures compliance with federal grant regulations, including meticulous record-keeping and timely reporting on project progress and financial usage, overseeing grant-funded projects, monitoring key performance indicators, evaluating outcomes, and making adjustments to ensure successful implementation of sustainability and climate justice goals. Along with conducting risk assessments for grant projects, identifying potential risks, and developing mitigation strategies to ensure adherence to grant guidelines and successful project
  • outcomes.
  • Collaboration: Collaborates with both internal and external stakeholders, ensuring coordination and alignment of efforts for clean energy, sustainability, and climate justice projects. Engages with community organizations and partners to maximize the impact of grant-funded initiatives.
  • Training and Guidance: Provides training and guidance to enhance staff understanding of clean energy, sustainability, and climate justice principles, while building the team’s capacity to manage and implement these initiatives effectively.
  • Policy Changes: Stays updated with changes in federal policies related to energy, sustainability, and climate justice, ensuring grant strategies and proposals are adaptable to evolving regulations and funding priorities.
  • Reporting: Prepares and reviews periodic reports to inform Commissioners Court of progress on the grant opportunities, performance, and other projects.
  • Other Essential Functions: Completes special projects and other duties as assigned, working on a wide variety of financial, administrative, professional, management, and community issues and challenges.

Requirements

Education and Experience:

  • Bachelor’s degree in environmental science, sustainability, public policy, finance, economics, public administration, engineering, or a directly related field and
  • Five (5) years of professional administrative, policy, financial, analytical, or consulting experience.

Knowledge, Skills, and Abilities:

  • Ability to interact with cultural humility and sensitivity and intercultural communication methods to facilitate dialogue and cooperation with diverse groups of internal and external stakeholders and maintain effective working relationships with Commissioners Court, County colleagues,
  • stakeholders, and the public.
  • Ability to exercise tact, diplomacy, leadership, independent judgment, political acumen, and emotional intelligence in dealing with highly sensitive, complex, and/or ambiguous issues, conversations, and situations about race, anti-racism, diversity, equity, and inclusion within general policy guidelines.
  • Ability to develop strategic direction and program implementation collaboratively with various stakeholder/community-based groups.
  • Ability to prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials.
  • Knowledge of sustainability, climate, social, racial, political, and environmental issues influencing climate programs specific to Harris County and the State of Texas.
  • Knowledge of federal grant processes, including but not limited to climate-related opportunities from the Department of Energy, Environmental Protection Agency, Department of Transportation, U.S. Department of Agriculture, and National Oceanic and Atmospheric Administration.
  • Knowledge of effective institutional change management principles and practices, and the ability to identify and define complex equity disparities; develop sound conclusions and recommendations informed by data and best practices; and represent recommendations in a way that is compelling to various institutional and community audiences.
  • Knowledge of the social determinants of health, intersectional justice, environmental, health, and economic equity principles and practices, and proven experience in developing programs that center these principles.
  • Knowledge of principles and practices of policy analysis and development, goal setting, program development, implementation, and evaluation.
  • Highly skilled in oral and written communications, grant writing, and working with community groups, and various business, professional, educational, regulatory, advocacy, and legislative.
  • Highly skilled in building trust and effective, strong working relationships, partnerships, and networks with communities of color and the organizations that serve them.
  • Highly skilled in handling multiple tasks, prioritizing, and organizing meetings.
  • Highly skilled in using computers and related software applications, including project management applications.
  • Highly skilled in preparing and analyzing data, reports, and studies and problem-solving.

General Information

Position Type and Typical Hours of Work:

  • Regular Full-time
  • Monday – Friday | 8:00 A.M. to 5:00 P.M.
    • Occasional weekends, holidays, and overtime may be required based on the specific needs and demands of the department.

Salary:

  • $90,000 – $105,000 Annually
  • Depends on Qualifications
  • Based on 26 Pay Periods
    • Plus, benefits

Work Environment and Physical Demands:

  • This position is based in an office environment, where the use of standard office equipment such as computers, phones, scanners, and filing cabinets is routine.
  • The physical demands associated with this job are minimal, with occasional lifting and moving of objects weighing up to 10 pounds.
  • The role is predominantly sedentary, involving mainly sitting with occasional standing and walking.
