Water Issues – A Preview of 
What’s to Come
Topic: The next regular session of the Texas Legislature opens in early January, and it may be a potentially pivotal one for the Houston-Galveston area in terms of how the Legislature addresses flooding and a number of other water issues.  Although there is uncertainty about a number of factors that will shape the session, especially the selection of the Speaker of the Texas House and thus the membership of House committees, past is sometime prologue.  Ken Kramer will share his insights from past legislative sessions and his knowledge of the political climate in Austin to provide a forecast of what to expect in the world of water as the state legislature tackles all facets of that critical issue.
About the Speaker: Dr. Ken Kramer is the volunteer Water Resources Chair and retired Director of the Lone Star (state) Chapter of the Sierra Club.  He has been associated with the Club in volunteer and professional capacities since 1978.  In his roles with the Sierra Club he has lobbied the Texas Legislature on water and other environmental issues for almost four decades.
Dr. Kramer has a Ph.D. in Political Science from Rice University.  He previously taught government and political science at El Paso Community College, Houston Community College, Angelo State University, and Texas A&M University.
Dr. Kramer is a member of the state Water Conservation Advisory Council, the board of the Texas Water Foundation, and the stakeholder committees for the Brazos Basin and the Trinity-San Jacinto Basins environmental flows process.
