DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
• Serves as the public works water and wastewater outreach and education programming planner and coordinator.
 • Implements and updates water and wastewater outreach and education campaigns and other related programs supporting public works.
 • Participates in events, programs, and outreach activities.
 • Provides support to the One Water Plan including community and/or other stakeholder outreach and education and other strategic or master planning initiatives.
 • Provides technical advice, consultation, and support to internal and external customers regarding water conservation and efficiency measures.
 • Assists in the coordination of Drought Contingency messaging and communication.
 • Assists the development of and maintenance of the Drought Contingency Plan Toolkit.
 • Conducts liaison and coordinator functions as it pertains to water outreach and conservation.
 
• Develops Standard Operating Procedures and manuals.
 • Tracks data and metrics, prepares reports and presents on topics.
 • Manages, trains, mentors, and evaluates staff.
 • Manages budget and expenditures.
 • Manages contracts and projects.
 • Identifies, writes applications for, and secures grant funds to support the outreach or education for water and wastewater, One Water Plan, and other water related campaigns.
 • Participates in and will be interviewed.
 • Investigates and makes recommendations for addressing issues of medium to high complexity and/or sensitivity.
 • Assigned management responsibilities for certain functions, units or programs. May also function as a lead and may directly deliver work;
 • Compiles data, produces information and interprets results through conclusion or recommendation formulation. Develops reports, special documents or publications as assigned.
• Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of medium to high complexity.
 • Attends meetings and provides recommendations.
 • Responds to correspondence, requests for information.
 • Negotiates solutions for problems of medium to high complexity;
 • Interprets administrative policies these policies and oversees communication with department personnel regarding these policies.
 • Participates in evaluations.
• Develops technological solutions and systems for continuous improvement programs and other appropriate applications.

 WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing etc.  

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires advanced knowledge of planning principles, practices, and policies; as well as in-depth knowledge within one or more planning disciplines. Knowledge of this level is typically obtained through years of experience and a Bachelor’s degree in urban planning, Architecture, Civil Engineering, Geography, Public Policy or an equivalent in-depth specialized training program that is directly related to the type of work being performed.

EXPERIENCE REQUIREMENTS
Eight years of progressively responsible planning experience required, with at least one year in a supervisory or project manager capacity. A Master’s degree in Urban Planning, Architecture, Civil Engineering, Geography, Public Policy or closely related field may be substituted for two years of experience.

LICENSE REQUIREMENTS
None.

PREFERENCES

Experience with water resource planning.

**Preference shall also be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
