DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Program Development Analyst will assist the Program Development Lead for Water Programs in the development and implementation of quantifiable water conservation programs, such as, but not limited to, the Wholesale Water Conservation Program, the Smart Utility Check-up Program, and the Multi-Family High-Efficiency Showerhead and Toilet Rebate Program. This job will oversee background research of the programs, communication with stakeholders, and data analysis, including identifying and tracking quantifiable water savings, in addition to preparing purchasing documentation and budget tracking. Additionally, this position will help in the planning and tracking of the Sanitary Sewer Overflow Prevention Program, event planning and coordination, and attending outreach events. This position will create presentations, develop marketing and promotional plans, and produce content for messaging of these programs. The Management Analyst III will also research grant possibilities, participate in the creation of the application, and, if awarded, assist in the compliance tracking. This position will be responsible for tracking potential awards, participate in the writing of the abstract to submit, and assist the Program Development Lead with other duties as assigned.
 RESPONSIBILITIES
 • Assists in the development of policies and procedures for water conservation programs including compiling information and interpreting results.
 • Develops reports, special documents or publications as assigned.
 • Completes special projects as assigned, working on a wide variety of financial, administrative, professional, management and community issues and problems of simple to medium complexity.
 • Responds to correspondence, requests for information, etc. as assigned by supervisor.
 • Negotiates solutions for problems of simple to medium complexity as assigned by supervisor.
 • Works with different community stakeholder groups and interdepartmental groups to leverage resources, opportunities, and to promote programs.
 • Provides presentations to the community, stakeholder groups, and interdepartmental groups.
 • Develops marketing, outreach, and promotional plans to support programs.
 • Produces content for marketing materials to support programs, including messaging for social media.
 • Staffs outreach events, camps, and festivals, as needed.

WORKING CONDITIONS
This position is physically comfortable most of the time with occasional periods of stooping, bending, and/or light lifting of materials of up to 20 pounds.
This is a Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelor’s degree in Public Administration, Business Administration, Finance or a field directly related to the job.
EXPERIENCE REQUIREMENTS
Four years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required. Experience cannot be substituted for the Bachelor’s degree requirement

A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.

PREFERENCES
Preference will be given to those with experience in analytical and time sensitive projects and the ability to handle multiple assignments. Excellent writing, presentation, and process improvement skills are preferred.
