Houston City Council Agenda – February 2, 2021

The city will consider the following agenda items at the Houston City Council meeting scheduled for Tuesday, February 2, 2021, which will be held virtually via Microsoft Teams starting at 1:40 PM. Public comment will be allowed Tuesday, February 2, 2021 by teleconference. Topics to be addressed in this meeting include an agreement between the City of Houston and Harris County to improve air quality, the usage of Disaster Recovery Funds, numerous municipal setting designation ordinances, the awarding of several contracts for sanitary sewer improvements and wastewater collection, among other topics.

  • Agenda Item 17 is an ordinance approving and authorizing a Subrecipient Agreement between the City of Houston and the Texas General Land Office for use if the City’s portion of the Community Development Block Grant – Disaster Recovery Funds provided through the Texas Plan for Disaster Recovery: Hurricane Harvey.
  • Agenda Item 18 is an ordinance approving and authorizing the Interlocal Agreement between the City of Houston and Harris County for the protection of public health and the environment and to improve air quality.
  • Agenda Item 25 is an ordinance awarding a contract between the City of Houston and Workquest for Grounds Maintenance Services for Houston Public Works; providing a maximum contract amount at a cost of $16,385,674.
  • Agenda Item 30 is a municipal setting designation ordinance prohibiting the use of designated groundwater beneath a tract of land containing 17.1289 acres commonly known as 6300 Navigation, Houston, Harris County, Texas; supporting issuance of a municipal setting designation by the Texas Commission on Environmental Quality at the request of Grant Prideco, LP.
  • Agenda Item 31 is a municipal setting designation ordinance prohibiting the use of designated groundwater beneath a tract of land containing 37.78 acres commonly known as 4529 FM 1960 West, Houston, Harris County, Texas; supporting issuance of a municipal setting designation by the Texas Commission on Environmental Quality at the request of Weingarten Realty Investors, LLC.
  • Agenda Item 32 is a municipal setting designation ordinance prohibiting the use of designated groundwater beneath a tract of land containing 14 acres commonly known as 8501 East Freeway, Houston, Harris County, Texas; supporting issuance of a municipal setting designation by the Texas Commission on Environmental Quality at the request of Rexam Beverage Can Company.
  • Agenda Item 33 is a municipal setting designation ordinance prohibiting the use of designated groundwater beneath a tract of land containing 0.4626 acres commonly known as 340 West 26th-Street, Houston, Harris County, Texas; supporting issuance of a municipal setting designation by the Texas Commission on Environmental Quality at the request of 340 West 26th Street, LLC.
  • Agenda Item 34 is a municipal setting designation ordinance prohibiting the use of designated groundwater beneath a tract of land containing 12.21 acres commonly known as 9700 Manchester, Houston, Harris County, Texas; supporting issuance of a municipal setting designation by the Texas Commission on Environmental Quality at the request of Cioc Remediation Trust.
  • Agenda Item 35 is a municipal setting designation ordinance prohibiting the use of designated groundwater beneath a tract of land containing 12.3211 acres commonly known as 9417 S. Main St., Houston, Harris County, Texas; supporting issuance of a municipal setting designation by the Texas Commission on Environmental Quality at the request of Gag Reddy Family LTD. Partnership, L.P.
  • Agenda Item 37 is an ordinance issuing a permit to Easton Energy Pipelines LLC to Construct, Operate, Maintain, Improve, Repair, and Replace one new pipeline in certain portions of specified public street rights-of-way and prescribing the conditions and provisions under which the permit is issued.
  • Agenda Item 38 is an ordinance appropriating $1,533,000 out of the Water & Sewer System Consolidated Construction Fund; approving and authorizing a Professional Engineering Services Contract between the City of Houston and WSB & Associates, INC dba WSB Engineers and Surveyors, INC dba Nathelyne A. Kennedy & Associates for Sanitary Sewer Improvements Engineering Services.
  • Agenda Item 39 is an ordinance awarding a contract to JFT Construction, INC for FY2021 Drainage Rehabilitation (Storm Water Action Team) at a cost of $2,260,000.
  • Agenda Item 40 is an ordinance appropriating $2,871,825 out of the Water & Sewer System Consolidated Construction Fund, awarding a contract to LEM Construction Company, INC, for Keegans Bayou, Northwest and Chocolate Bayou WWTP Bar Screen and Grating Replacement.
  • Agenda Item 41 is an ordinance appropriating $3,291,013 out of the Water & Sewer System Consolidated Construction Fund; awarding a contract to T Construction, LLC for Wastewater Collection System Rehabilitation and Renewal.
