Houston City Council Agenda – January 12, 2021

The city will consider the following agenda items at the Houston City Council meeting scheduled for Tuesday, December 12, 2021, which will be held virtually via Microsoft Teams starting at 2:00 PM. Public comment will be allowed Tuesday, December 12, 2021by teleconference. Topics to be addressed in this meeting include the Sunnyside Landfill Solar Project, submission of several grants relating to flood mitigation, the expansion of several Municipal Utility Districts, and the Antoine Paving and Drainage Project, among other topics.

  • Agenda Item 5 is related to the purchase of Lab Total Organic Carbon Analyzers at a cost of $36,250.
  • Agenda Item 10 is an ordinance approving and authorizing the submission of a grant application to the Texas Division of Emergency Management for a Federal Emergency Management Agency (FEMA) Building Resilience Infrastructure in Communities (BRIC) Grant to support evaluation of the risks of flooding in areas outside of the regulatory floodplain.
  • Agenda Item 11 is an ordinance approving and authorizing the submission of a grant application to the Texas Division of Emergency Management for a Federal Emergency Management Agency (FEMA) Building Resilience Infrastructure in Communities (BRIC) Grant to support infrastructure improvements in the Market Square Area Drainage System for flood risk reduction.
  • Agenda Item 12 is an ordinance approving and authorizing the submission of an application for grant assistance to the Texas Water Development Board for Community Flood Mitigation Assistance through the Federal Emergency Management Agency’s Flood Mitigation Assistance (FMA) program.
  • Agenda Item 13 is an ordinance approving and authorizing the first amendment to the amended and restarted Interlocal Agreement between Housing and Community Development Department and Harris County Flood Control District for CDBG-DR15 Flood Events Voluntary Housing Buyout Program.
  • Agenda Item 17 is an ordinance approving and authorizing a ground lease agreement with Sunnyside Energy LLC and the City of Houston for development of the Sunnyside Landfill Solar Project.
  • Agenda Item 27 is an ordinance consenting to the addition of 5 acres of land to the Harris County Municipal Utility District No. 183.
  • Agenda Item 28 is an ordinance consenting to the addition of 0.1452 acres of land to the Porter Municipal Utility District.
  • Agenda Item 29 is an ordinance consenting to the addition of 7.46 acres of land to the Harris County Municipal Utility District No. 127.
  • Agenda Item 30 is an ordinance consenting to the addition of 0.6504 acres of land to the Northwest Harris County Municipal Utility District No. 12.
  • Agenda Item 31 is an ordinance finding and determining the public convenience and necessity for the acquisition of real property interests in connection with the Public Improvement Project known as the Antoine Drive Paving and Drainage Project (from Hammerly Boulevard to Hempstead Highway): Authorizing the acquisition of fee simple or easement interest to twenty-five parcels of land required for the project.
  • Agenda Item 32 is an ordinance approving and authorizing 2020 contract by and between San Jacinto River Authority and City of Houston relating to the ongoing operation of the Lake Conroe Dam and Reservoir.
  • Agenda Item 34 is an ordinance appropriating $1,417,681 out of Dedicated Drainage and Street Renewal Capital Fund; approving and authorizing first amendment to the Professional Engineering Services Contract between City of Houston and FCM Engineers, P.C. for Antoine Paving and Drainage from Victory to West Gulf Bank.
