Houston City Council Agenda – August 06, 2019
The City will consider the following agenda items at the Houston City Council meeting scheduled for Tuesday, August 06, 2019, in the City Hall Chamber at 1:30 PM (public comment) and at 9:00 AM on Wednesday, August 07, 2019. The agenda includes multiple recommendations seeking contracts for the transportation of solid and industrial waste in the City of Houston and for equipment to improve water disposal services. The agenda also includes multiple actions that would bring change to the City of Houston’s aging Wastewater Systems.
Agenda Item 3 is a recommendation from the Director of Houston Public Works to purchase the Parcel KY17-040 for the 108-inch water line project. This project provides for the design and construction of transmission and distribution lines to convey treated water from surface water facilities. This program is required to comply with the Harris-Galveston Subsidence District requirement and to implement City’s regionalization plan. This program is part of the City’s long-range water supply plan.
Agenda Item 6 is a bid regarding Hartwell Environmental Corporation to furnish Climber Bar Screen replacement parts at the 69th Street wastewater treatment plant. The contract would cost $65,786.43. The replacement of parts will mitigate the risk of permit violations from the Environmental Protection Agency (EPA) and the Texas Commission on Environmental Quality(TCEQ).
Agenda Item 7 is a bid regarding DRC Emergency Services for the emergency purchase of debris removal services for the Solid Waste Management Department. The contract would cost $1,900,000. The City of Houston has a problem with illegal dumping in sewer systems, and because of this, the Public Health Director recommends the City obtains additional resources and tactics to eliminate/remove trash and waste that could serve as vector breeding sites.
Agenda Item 8 is a resolution amending a past resolution which would adopt the City of Houston Hazard Mitigation Plan as required by the Federal Emergency Management Agency for the approval of Flood Damage Reduction Projects. The update to the plan will allow for the City of Houston to maximize the opportunity to tap into recovery funding and advance the flood resiliency projects to reduce flood risk.
Agenda Item 22 is an ordinance that, if passed, would appropriate $2,567,596.00 out of Water & Sewer System Consolidated Construction Fund and approve a Professional Engineering Services Contract between the City of Houston and RPS INFRASTRUCTURE, INC for 48-inch water line along Orem Drive and Martindale Road, from Almeda Genoa Road to Cullen Boulevard. This project is part of the City’s long-range water supply plan and is required to comply with the Harris-Galveston Subsidence District requirement and to implement the City’s regionalization plan.
Agenda Items 24, 25, 26, and 27 are third and final readings of ordinances that, if passed, would grant four companies the right, privilege, and franchise to collect, haul, and transport solid and industrial waste from commercial properties located within the City of Houston. These four companies are CRX, Incorporated, Gruene Waste Services LP, Men at Work LA Concrete Inc, and RHE Removal Inc.
