Houston City Council Agenda – July 30, 2019

The City will consider the following agenda items at the Houston City Council meeting scheduled for Tuesday, July 30, 2019, in the City Hall Chamber at 1:30 PM (public comment) and at 9:00 AM on Wednesday, July 31, 2019. The agenda includes multiple recommendations seeking contracts for the transportation of solid and industrial waste in the City of Houston and for equipment to improve water disposal services. The agenda also includes an ordinance looking to change funding for the park sector and an ordinance to reintroduce the City of Houston Water Conservation Plan and Drought Contingency Plan. 

• Agenda Items 4, 5, 6, and 7 are bids regarding equipment for Houston Public Works and the City of Houston’s Solid Waste Management Department. 
• Agenda Item 10 is an ordinance that, if passed, would amend Chapter 42 of the Code of Ordinances relating to the use of the Park and Recreation Dedication Fund for the provision of certain parks and open spaces. Currently, the Code of Ordinances only allows for parks owned by the city to receive park sector funding. Amending this will do two important things, correct the number of park sectors identified for deposit of funds in lieu of land dedication and allow the funds to be used in parks owned by other agencies but operated by the city. 
• Agenda Item 15 is an ordinance that, if passed, would award a three year $1,301,100 contract to Q Environmental Inc. for Oil Water Separator/Interceptors and Maintenance and Disposal Services For the Fleet Management Department. The Fleet Management Department, requires the maintenance and disposal service of oil storm-water oil water separators sludge, truck wash sanitary oil water interceptors and bays once a month, quarterly and annually.
• Agenda Item 22 is an ordinance that, if passed, would re-adopt, re-approve and ratify Ordinance No. 2019-463 to approve and adopt the 2019 City of Houston Water Conservation Plan and the 2019 City of Houston Drought Contingency Plan. 
• Agenda Items 23, 24, and 25 are Municipal Setting Designation that prohibits the use of designated groundwater beneath a tract of land under 8760 Clay Road, 3930 Westholme, and 6603 Kirbyville. 
• Agenda Items 28, 29, 30, and 31 are second readings of ordinances that, if passed, would grant four companies the right, privilege, and franchise to collect, haul, and transport solid and industrial waste from commercial properties located within the City of Houston. These four companies are CRX, Incorporated, Gruene Waste Services LP, Men at Work LA Concrete Inc, and RHE Removal Inc. 
• Agenda Items 32, 33, 34, 35, and 36 are third and final readings of ordinances that, if passed, would grant five companies the right, privilege, and franchise to collect, haul, and transport solid and industrial waste from commercial properties located within the City of Houston. These five companies are ADK Septic Services, Oeste Waste, Jorge Vela d/b/a South Building Services, Southeast TExas AAA Vacuum Truck and Porta Can Services, and lastly, Williamson Waste Services.
