Houston City Council Agenda – November 14, 2018

The City will consider the following agenda items at the Houston City Council meeting scheduled for Wednesday, November 14, 2018, in the City Hall Chamber at 9:00 AM. The agenda items include multiple recommendations from the Director of Houston Public Works regarding the rehabilitation and renewal of deteriorated sewer collection systems throughout the City, the installation of new sewer services, and the purchase of new water meters and water meter replacement parts from various manufacturers. The agenda also includes items related to the purchase of vehicles for the Solid Waste Department as well as a recommendation from the Administration & Regulatory Affairs Department seeking the Council’s consent to grant a contractor the right to transport waste within the City.

Agenda Items 3-8 are all recommendations from the Director of Houston Public Works that, if passed, would accept and approve the final contract amounts to be paid to multiple local contractors for various infrastructure projects throughout the City.

  • Agenda Item 3: Nearly $900,000 to be payed to Nerie Construction, LLC for wastewater collection system rehabilitation and renewal to deteriorated sewer collection systems throughout the City.
  • Agenda Item 4: Approximately $2.86 million to be payed to PM Construction & Rehab, LLC for wastewater collection system rehabilitation and renewal to deteriorated sewer collection systems throughout the City.
  • Agenda Item 5: Nearly $3.74 million to be payed to IPR South Central, LLC for sanitary sewer rehabilitation to deteriorated sewer collection systems throughout the City.
  • Agenda Item 6: Approximately $6.29 million to be payed to PM Construction & Rehab, LLC for sanitary sewer rehabilitation to deteriorated sewer collection systems throughout the City.
  • Agenda Item 7: Approximately $1.8 million to be payed to Nerie Construction, LLC for new front easement re-connections. This project consisted of the relocation of sanitary sewer service lines for approximately 100 properties in various locations within the City. The relocations included the abandonment of the sanitary sewer services to the back lot main and the installation of new sewer services to the existing front lot main.
  • Agenda Item 8: Approximately $1.89 million to be payed to Nerie Construction, LLC for new front easement re-connections. This project consisted of the relocation of sanitary sewer service lines for approximately 100 properties in various locations within the City. The relocations included the abandonment of the sanitary sewer services to the back lot main and the installation of new sewer services to the existing front lot main.

Agenda Item 10 is an ordinance that, if approved, would appropriate approximately $670,000 out of the Water & Sewer System Consolidated Construction Fund for the purchase of water meters and water meter replacement parts for Houston Public Works.

Agenda Item 11 will only be considered after the passage of Agenda Item 10. The Director of Houston Public Works and the Chief Procurement Officer recommend that the Council approve the purchase of water meters and water meter replacement parts in the amount not to exceed approximately $28.13 million for Houston Public Works and that authorization be given to make purchases, when necessary, over a 36-month period. If passed, this recommendation would approve multiple awards for the purchase of water meters and water meter replacement parts from various manufacturers.

Agenda Item 15 is an ordinance that, if approved, would appropriate nearly $997,000 out of the Equipment Acquisition Consolidated Fund and approximately $13.92 million out of the Miscellaneous Capital Projects/Acquisitions for vehicles and related equipment for the Solid Waste Department and Fleet Management Department. The appropriation will cover purchases of various vehicles such as automated trash and bulk vehicles for the Solid Waste Management Department and equipment that will be assigned to various locations for administrative and maintenance operations Citywide.

Agenda Item 28 is an ordinance that, if approved, would grant Stripe-A-Zone, Inc. the right to collect, haul, and transport solid waste and industrial waste from commercial properties located within the City. The Administration & Regulatory Affairs Department recommends that the Council approve this ordinance and consent to the franchisee having the right to use the City’s public ways to transport waste from commercial properties in the City.
