Harris County Commissioners Court Agenda – November 13, 2018

A meeting of the Harris County Commissioners Court was held on Tuesday, November 13, 2018, in the Courtroom of the Commissioners Court of Harris County for the purpose of considering and taking action on matters brought before the Court. The agenda items include multiple recommendations from the County Engineer regarding engineering services with various contractors for windstorm analysis, drainage/infrastructure/sewer system improvement projects as well as a partnership with the University of Houston’s College of Technology to design and build an improved sustainable boat for trash collection within Buffalo Bayou and other waterways. The agenda items also include multiple recommendations from the Flood Control District regarding agreements with various engineering services for the construction of new stormwater detention basins, channel conveyance improvements, and drainage improvement/flood reduction projects. The County Judge has also requested approval to extend the agreement with Houston Bike Share to March 31, 2019.

  1. County Engineer:
    • Recommendation for authorization of certain projects, decreeing the projects to be a public necessity and convenience, directing the Real Property Division to acquire, and authorizing eminent domain if necessary for 244 tracts for the Hurricane Harvey Hazard Mitigation Grant Program Disaster Recovery project in all precincts for the Flood Control District.
    • Recommendation for authorization to negotiate for engineering services with various contractors for: 1) on-call engineering services to provide sustainable infrastructure engineering for various county-wide projects, 2) on-call engineering services to perform windstorm analysis and design in connection with existing and proposed county facilities as needed for various county-wide locations, and 3) drainage projects in multiple subdivisions across the county in order to facilitate grant applications for the 2017 Community Development Block Grant-Disaster Recovery funding and other grant programs.
    • Recommendation that the County Judge execute amendments/agreements with various contractors for engineering services for preliminary drainage and infrastructure improvements for multiple subdivisions located throughout the county.
    • Recommendation for authorization to execute partnership amendments/agreements with various MUDs regarding multiple sanitary and storm sewer system projects throughout the county.
    • Recommendation for authorization to publish a request for qualifications in conjunction with the Purchasing Agent for engineering and architectural firms to be used in connection with Mercer Botanic Gardens drainage and detention mitigation improvements to comply with the 2016 Community Development Block Grant-Disaster Recovery requirements.
    • Recommendation for authorization for the County Engineer and Flood Control District to provide technical and financial support in an amount not to exceed $25,000 to the University of Houston/College of Technology Mechanical Engineering Senior Design Class project to design and build an improved sustainable boat for floatable trash collection within Buffalo Bayou and other waterways.
  2.  Flood Control District:
    • Recommendation that the County Judge execute amendments/agreements with various contractors for: 1) engineering services regarding the construction of multiple stormwater detention basins throughout the county, 2) engineering services to provide preliminary engineering reports for evaluating channel conveyance improvements in multiple watersheds throughout the county, and 3) engineering services to provide multiple comprehensive analyses of drainage improvement and flood reduction solutions in certain watersheds within the county.
    • Recommendation for authorization to renew an annual membership for the county and Flood Control District with the National Association of Flood and Stormwater Management Agencies as regular members for the period of January 1-December 31, 2019 at a cost of $9,000.
  3.  Fiscal Services & Purchasing:
    • Request for approval of: 1) fertilizer, grass seed, insecticide, and related items for the county and Flood Control District, 2) construction of entry monuments for Jesse H. Jones Park & Nature Center and the Farm League Park, 3) inspection, preventive maintenance, repair, and related items for storm water pump stations for the Flood Control District
    • Recommendation that awards be made to a contractor for tree spading services for the Flood Control District from December 1, 2018 to November 30, 2019.
    • Request for approval to negotiate with multiple engineering contractors to conduct floodplain mapping for the Flood Control District.
    • Request for approval of renewal options with a contractor for mowing and various maintenance services for the southeastern region of the county for the Flood Control District for the period of January 1-December 31, 2019 at a cost of nearly $588,000.
  4. County Judge:
    • Request for approval to execute an amendment to an agreement with Houston Bike Share to extend the term through March 31, 2019.
