Houston City Council Agenda – October 17, 2018
The City will consider the following agenda items at the Houston City Council meeting scheduled for Wednesday, October 17, 2018, in the City Hall Chamber at 9:00 AM. The agenda items include multiple ordinances seeking approval of construction contracts for various water purification plant improvements as well as drainage improvement projects. The remainder of the agenda items concern the addition of land to multiple Municipal Utility Districts for inclusion in their districts.
Agenda Item #6 is an ordinance that, if approved, would appropriate an additional $418,600 out of the Water & Sewer System Consolidated Construction Fund to the agreement between the City of Houston and construction contractors for the rehabilitation of equipment at the East Water Purification Plant. This project is part of the City’s Capital Improvement Program to increase the safety, reliability and efficiency of operations at this water purification plant.
Agenda Items #8, #9, and #10 are recommendations from the Houston Public Works director regarding the approval of multiple final contract amounts and acceptance of work with construction contractors.
- Passage of Agenda Item #8 would approve a final contract amount of nearly $1.57 million to be awarded to the contractor for completing Local Drainage Project Construction Work Order #2. This program was required to investigate and resolve existing localized storm water drainage problems reported by citizens and it provided professional engineering services and construction to address necessary local storm water drainage system improvements citywide. It also addressed certain large-scale storm water drainage system repairs.
- Passage of Agenda Item #9 would approve a final contract amount of nearly $1.6 million to be awarded to the contractor for completing Ditch Rehab Work Order #1. This project was part of the Houston Public Works Storm Water Maintenance Branch program and was required to clean and inspect existing underground storm sewer systems. This project consisted of removing all debris that was obstructing the flow of storm water and inspecting storm sewer lines.
- Passage of Agenda Item #10 would approve a final contract amount of nearly $11.76 million to be awarded to the contractor for completing work at Northside Sewer Relief Tunnel Rehabilitation Area #4. This project was part of the City’s program for Northside Sewer Relief Tunnel repairs which included rehabilitation to the area of the tunnel that had moderate to severe corrosion as well as the performance of repairs to protect it from future corrosion.
Agenda Item #14 is an amendment to a motion from 2010 that, if passed, would allow Houston Public Works to allocate an additional $1.43 million out of the Water & Sewer System Operating Fund for the purchase of the chemicals utilized on a daily basis by the Department’s Wastewater Operations and Drinking Water Operations to treat and disinfect wastewater and potable drinking water as promulgated by Federal and State regulations to preserve and protect the health and safety of the citizens of Houston.
Agenda Items #32, #33, and #35 are ordinances that, if approved, would consent to the addition of land to Charterwood MUD, Harris County Mud No. 358, and Northampton MUD, respectively, for inclusion in their districts.
Agenda Item #34 is an ordinance that, if approved, would consent to the addition of land to Harris County Water Control and Improvement District No. 84 for inclusion in its district.
Agenda Item #36 is an ordinance that, if approved, would appropriate nearly $345,000 out of the Water & Sewer System Consolidated Construction Fund to go toward the professional engineering services contract between the City and the engineering contractor concerning the Northeast Water Purification Plant Expansion Project. This project is part of the City’s future expansion of the Northeast Water Purification Plant program. These services are to provide advisory and technical consulting assistance to the Department on the existing NEWPP that will guide the City’s on-going expansion of the NEWPP. This expansion program is required to meet the future demands and requirements of Texas Commission on Environmental Quality regulations and Harris-Galveston Subsidence District Surface Water Conversion Plan.
Agenda Item #37 is an ordinance that, if approved, would award a work contract to a construction contractor for Open Drainage System Maintenance Work Orders #1. This Citywide program provides construction services to maintain the City’s open drainage systems on a location by location basis, as needed, to preserve, repair, rehabilitate or reconstruct the storm water drainage asset to such a condition that it may be effectively used for its designated functional purpose.
Agenda Item #38 is an ordinance that, if approved, would consent to the addition of land to Harris County MUD No. 449 for inclusion in its district. This ordinance was Agenda Item #33 at the October 10 meeting of the City Council, but was delayed by a motion.
