Houston City Council Agenda – October 10, 2018
The City will consider the following agenda items at the Houston City Council meeting scheduled for Wednesday, October 10, 2018, in the City Hall Chamber at 9:00 A.M. The agenda items include the upgrade and rehabilitation of ground water wells, an awarded contract for garbage transport and disposal services for the Houston Airport System, an increase to the maximum final contract amount regarding grounds maintenance services for drinking water operations and wastewater facilities, the appropriation of funds for improved drainage and conveyance of flood waters along Buffalo Bayou, and the reconsideration of two proposed ordinances from previous City Council meetings.
Agenda Item #8 is a recommendation from the Houston Public Works director for the passage of a motion to approve the final contract amount of nearly $2.7 million to be paid to Alsay Incorporated, Inc. for the rehabilitation of ground water wells. This project was part of the City’s program to upgrade and rehabilitate ground water production facilities and was required to meet the area’s water demand and to ensure compliance with the Texas Commission on Environmental Quality regulations.
Agenda Item #25 is an ordinance that, if approved, will award a nearly $1.3 million contract to A.C.C.P., Inc. for USDA regulated garbage transport and disposal services for the Houston Airport System.
Agenda Item #28 is an ordinance that, if approved, would amend a previously passed ordinance by increasing the maximum contract amount for the contract between the City of Houston and TIBH Industries, Inc. regarding grounds maintenance services for drinking water operations and wastewater facilities for Houston Public Works. A $2 million increase to the maximum contract amount is needed to ensure that these services continue through the end of the contract term as a result of unanticipated expenditures.
Agenda Item #29 is an ordinance that, if approved, would appropriate $220,000 out of Street & Traffic Control & Storm Drainage funds to be allocated to an interlocal agreement between the City of Houston and the Harris County Flood Control District for the the property acquisition and joint control project for drainage easement along Buffalo Bayou. It is recommended that the City Council adopt this ordinance to fulfill the immediate need for drainage and conveyance of flood waters along Buffalo Bayou.
Agenda Item #33 is an ordinance that, if approved, would consent to the addition of nearly 490 acres of land to Harris County MUD No. 449 for inclusion in its district. This ordinance was Agenda Item #34 on the September 26, 2018 City Council Agenda, but was delayed by Motion #2018-503.
Agenda Item #34 is an ordinance that, if approved, would authorize the appropriation of nearly $3 million out of the Water & Sewer System Consolidated Construction Fund to be awarded to Accurate Meter & Backflow LLC. for commercial meter replacement services for Houston Public Works. This ordinance was Agenda Item #21 on the October 3, 2018 City Council Agenda, but was tagged by Council Member Edwards.
