Houston City Council Agenda – October 3, 2018
The City will consider the following agenda items at the Houston City Council meeting scheduled for Wednesday, October 3, 2018, in the City Hall Chamber at 9:00 A.M.. The agenda items include multiple appropriations out of the Water & Sewer System Consolidated Construction Fund to be used for various projects, the purchase of two storm regenerative air sweepers, the appropriation of funds to go toward renovations at Linkwood Playground, the addition of land to Harris County MUD No. 216, and the joint funding agreement between the City and the U.S. Geological Survey to monitor the quality of the local surface water supply.
Agenda Item #3 is a recommendation from the Houston Public Works director for the approval and acceptance of a final contract amount of about $8 million with Synagro of Texas – CDR, Inc. for wastewater process unit cleaning and evaluation. Under this project, the contractor removed, loaded, transported, and disposed accumulated solids/sand and grit from several wastewater treatment facilities and lift stations throughout the City. The contractor also performed a condition evaluation of the cleaned wastewater treatment plant process units and lift stations to identify the needed repair/rehabilitation.
Agenda Item #5 is an ordinance appropriating about $459,000 out of the Water & Sewer System Consolidated Construction Fund for sinkhole repairs and manhole replacement services for Houston Public Works.
Agenda Item #6 concerns the approval of payment to Nerie Construction, LLC to perform these sinkhole repairs and manhole replacement services for Houston Public Works at the Northwest Wastewater Treatment Plant and should only be considered upon the passage of Agenda Item #5.
Agenda Item #7 concerns the approval of the purchase of two storm regenerative air sweepers costing around $314,000 from the contractor Texan Waste Equipment, Inc. doing business as Heil of Texas through the interlocal agreement for cooperative purchasing with the Houston-Galveston Area Council for the Fleet Management Department on behalf of the Solid Waste Management Department. These sweepers will be used by the department to collect and remove contaminants that are getting into storm water drains.
Agenda Item #21 is an ordinance authorizing the appropriation of around $3 million out of the Water & Sewer System Consolidated Construction Fund to be awarded to Accurate Meter & Backflow, LLC for commercial meter replacement services for Houston Public Works.
Agenda Item #24 is an ordinance appropriating around $921,000 out of the Parks and Recreation Dedication Fund to be awarded to Carrera Construction, Inc. for the construction contract for Linkwood Playground.The scope of work consists of demolition of existing play equipment and paving; grading, drainage and underground detention; construction of sidewalks including areas with concrete pavers, playground development with curb, seatwall, new playground equipment and engineered wood fiber fall surface. New entry columns, perimeter fence, site furnishing and a deck will be installed under existing trees.
Agenda Item #25 is an ordinance consenting to the addition of nearly 5 acres of land to Harris County Municipal Utility District No. 216. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add this undeveloped land, proposed to be developed as commercial property, to the district. The proposed annexation tract is located in the vicinity of Barker Reservoir, McDonald Road, IH-10, and Addicks Clodine Road.
Agenda Item #26 is an ordinance approving and authorizing a joint funding agreement between the City of Houston and the Geological Survey Division of the U.S. Department of the Interior (USGS). This agreement will provide for the continuation of ongoing services for analysis and monitoring of the City’s surface water supply, monitoring for the presence of naturally occurring contaminants in groundwater wells and the monitoring and analysis of streams and bayous that are affected by wastewater treatment plant discharges.
Agenda Item #28 is an ordinance approving and authorizing the interlocal agreement between the City of Houston and the North Harris County Regional Water Authority for acquisition of properties for construction of the Northeast Transmission Water Line Project.
