The nonprofit Buffalo Bayou Partnership has used an array of tactics to cope with the seemingly endless problem of floating trash in Houston’s signature waterway. It has used contaminant booms to catch trash moving downstream, for example, and workers often walk along the banks removing plastic bags that get stuck in tree branches after a heavy rain or flood.
