The Citizens’ Environmental Coalition is pleased to announce Keith Henry as our new Executive Director.

Keith is an accomplished leader in public administration and community development, with extensive experience across government, nonprofit, and public sectors. He holds a Bachelor of Arts & Letters in English with a minor in Journalism from Buffalo State University and a Master of Public Administration from Texas Southern University. Since 2017, Keith has served as General Partner and Chief Operating Officer of Davis and Henry Consulting, supporting nonprofits and public agencies in securing funding, building organizational capacity, and implementing strategic initiatives. From 2020 to 2022, he was the elected Texas City Commissioner for District 1, where he managed a $143 million municipal budget and worked with regional businesses and community organizations on city priorities.

Previously, Keith held positions with the U.S. Small Business Administration, supporting disaster recovery; Austin Public Health, managing workforce development contracts; and the Texas Commission on Environmental Quality, managing a federal grant programs portfolio. He brings expertise in strategic planning, grant management, resilience, environmental sustainability, and community engagement to CEC.

Keith’s professional achievements include recognition as a 40 Under 40 honoree by the Galveston County Daily News and as a 40 Under 40 honoree by the Texas Coalition of Black Democrats. He has received the For the People Award in Galveston County for his support of substance abuse and mental health initiatives, been named a Galveston Man of Purpose honoree, and received the Cultural Excellence honoree for the City of Texas City. Keith is also an inductee of Galveston’s first African American museum.

Executive Directors’ Vision for CEC Houston

For over 50 years, the Citizens Environmental Coalition (CEC) has been a trusted leader in environmental advocacy and stewardship across Greater Houston. As I begin my tenure as Executive Director, I am honored to continue this legacy and reaffirm our commitment to advancing effective environmental policy, strengthening community partnerships, and positioning CEC as a leading regional advocate. Our priorities include building strategic partnerships with government and the private sector, implementing modern sustainability technologies for all communities, and engaging the next generation of environmental advocates. We will also continue to pursue legislative environmental reform at all levels of government. We are optimistic about the future of environmental public policy and remain dedicated to ensuring a safer, more sustainable Houston region.

I look forward to collaborating with all our members and partners.

Board President’s Vision

CEC continues to expand our educational outreach and create new opportunities to unite the environmental community, building on our established programs such as the weekly newsletter, Green Jobs board, Earth Day Houston, the Green Film Festival, and the Greater Houston Environmental Summit. Recently, we formed working groups to address major environmental challenges in Houston, including resilience. We have led weatherization workshops in underserved areas and began hosting monthly member meetings with discussion panels on topics such as the circular economy and balcony solar. In September, we and our partners will host a candidate forum for Harris County Judge candidates. Keith’s experience and leadership will help us advance these initiatives and strengthen our partnerships to benefit the region.
