Houston City Council Agenda – October 24, 2018

The City will consider the following agenda items at the Houston City Council meeting scheduled for Wednesday, October 24, 2018, in the City Hall Chamber at 9:00 AM. The agenda items include multiple appropriations requests out of the Water & Sewer System Consolidated Construction Fund for repairs and construction projects throughout the City, the submission of grant applications to the Houston-Galveston Area Council for the funding of multiple hike and bike projects, and the reconsideration of two previous agenda items from last week’s meeting.

Agenda Item 3 is a recommendation from the Houston Public Works director that, if passed, would approve a nearly $600,000 work contract for cleaning and television inspection of the existing underground storm sewer system as required by the HPW’s Storm Water Maintenance Branch Program. This project consists of cleaning and removing all debris that may obstruct the flow of storm water as well as inspection and televising of storm sewer lines.

Agenda Items 14-18 are ordinances that, if passed, would approve the submission of grant applications to the Houston-Galveston Area Council for the funding of multiple hike and bike projects as part of the Transportation Improvement Program Call for Projects. The 2018 TIP Call for Projects will commit federal and state funds allocated to the region to implement roadway, transit, and alternative mode projects over the next decade. TIP applications are due on October 31, 2018 and awards are anticipated to be be announced in Spring 2019.

  • Agenda Item 14 is a request from the Houston Parks and Recreation Department (HPARD) for the Council to apply for, accept, and utilize grant funds, totaling nearly $7.2 million, for the Hermann Park Bike Network Project. The proposed project develops 1.73 miles (0.675 miles of off-street trails and 1.055 miles of dedicated on-street bike lanes) of hike/bike facilities through Hermann Park to safely connect to employment, residential and tourist areas that border the Park.
  • Agenda Item 15 is a request from HPARD for the Council to apply for, accept, and utilize grant funds, totaling nearly $7.6 million, for the Northwest Transit Center/Memorial Park/Heights Shared Use Path hike and bike project. The proposed project will provide nearly 4 miles of bicycle and pedestrian accessible pathways to Memorial Park from the MKT Trail and Northwest Transit Center.
  • Agenda Item 16 is a request from HPARD for the Council to apply for, accept, and utilize grant funds, totaling around $35.3 million, for the Port Regional Connector Greenway hike and bike project. The proposed project will improve multi-modal connectivity by adding 11.8 miles of hike and bike trails linking several largely low income and minority neighborhoods to the Bayou trails with the goal being improved access to jobs, education, and recreation.
  • Agenda Item 17 is a request from HPARD for the Council to apply for, accept, and utilize grant funds, totaling around $8.8 million, for the Uptown/Memorial Park Path Connector and Bridge hike and bike project. The proposed project will provide nearly 2 miles of shared use path connections between Memorial Park and the Uptown Houston District.
  • Agenda Item 18 is a request from HPARD for the Council to apply for, accept, and utilize grant funds, totaling nearly $2.3 million, for the Richmond to San Felipe Path hike and bike project. The proposed project will construct nearly 1 mile of shared use path by utilizing a CenterPoint Energy transmission corridor to connect the path to Richmond Avenue.

Agenda Item 27 is an ordinance that, if approved, would appropriate around $1.25 million out of the Water & Sewer System Consolidated Construction Fund for an interlocal agreement between the City and Harris County concerning improvements to Tidwell Road. The project includes the replacement of the bridge over Greens Bayou and the construction of a new, larger water line to replace the existing one.

Agenda Item 29 is an ordinance that, if approved, would appropriate nearly $1.15 million out of the Water & Sewer System Consolidated Construction Fund as an additional appropriation in a contract between the City and the construction contractor concerning the Lift Station Renewal and Replacement Project.

Agenda Item 30 is an ordinance that, if approved, would appropriate nearly $690,000 out of the Water & Sewer System Consolidated Construction Fund as an additional amount to the professional engineering services contract between the City and the engineering contractor for the lift station renewal and replacement project. The project concerns the overall condition assessment and evaluation of 7 lift stations.

Agenda Item 34 is an ordinance that, if approved, would appropriate nearly $8.13 million out of the Water & Sewer System Consolidated Construction Fund for a contract between the City and the construction contractor for lift station renewal and replacement at 4 facilities. This project is part of the City’s ongoing program to upgrade its lift station facilities.

Agenda Item 35 is an ordinance that, if approved, would award a work contract to Nerie Construction, LLC for water line repairs on an emergency basis throughout the City.

Agenda Item 36 is a recommendation from the Houston Public Works director regarding the approval of a final contract amount of nearly $11.8 million for a work contract between the City and the construction contractor for Northside Sewer Relief Tunnel Rehabilitation No. 4. This was Agenda Item 10 at the October 17, 2018 meeting of the Council, but was tagged by Council Member Travis.

Agenda Item 37 is an ordinance that, if approved, would consent to the addition of land to Harris County Water Control and Improvement District No. 84 for inclusion in its district. This was Agenda Item 34 at the October 17, 2018 meting of the Council, but was tagged by Council Member Edwards.
