Houston City Council Agenda – December 3, 2019

The City will consider the following agenda items at the Houston City Council meeting scheduled for Tuesday, December 3, 2019, in the City Hall Chamber at 1:30 PM (public comment) and at 9:00 AM on Wednesday, December 4, 2019.  The agenda includes recommendations seeking contracts for the transportation of solid and industrial waste in the City of Houston, payment to the Texas Commission on Environmental Quality for Public Health Service fees, and relating to a Water Line Project from Vickery Drive to Milner Road. The agenda also includes multiple ordinances pertaining to the amendment of Strategic Partnership Agreement, appropriating funds for a Large Diameter Waterline Project, and appropriating funds to Brays Bayou Flood Damage Reduction Plan Interlocal Agreement.  

Agenda Item 4 is a recommendation for the payment of $2,394,585.45 to Texas Commission on Environmental Quality for 2020 Public Health Service fees. 

Agenda Item 5 is a recommendation for the purchase of Parcel KY17-055 for the easement acquisition for 108-Inch Water Line Project from Vickery Drive to Milner Road. 

Agenda Item 20 is an ordinance appropriating $49,400.78 for Hurricane Harvey Damage Repairs for North Command Police Station, for the Houston Police Department, out of the Miscellaneous Capital Projects/Acquisitions CP Series E Fund 

Agenda Item 37 is an ordinance approving amendment of Strategic Partnership Agreement between Harris County Water Control and Improvement District No. 96

Agenda Item 46 is an ordinance approving amendment of Strategic Partnership Agreement (SPA) between the City of Houston and Trail of the Lakes MUD 

Agenda Item 47 is an ordinance appropriating funds  $452,236.87 out of the Metro Projects Construction DDSRF to the Brays Bayou Flood Damage Reduction Plan Interlocal Agreement between the City and HCFCD

Agenda Item 54 is an ordinance appropriating $55,000.00 out of Water & Sewer System Consolidated Construction Fund and approve Professional Construction Management and Inspection Services Contract between the City of Houston and Brian Smith Inspection, INC for Large Diameter Waterline Projects 

Agenda Item 77 and Item 78 are first readings of ordinances that , if passed, would grant two companies the right, privilege, and francise to collect, haul, and transport solid and industrial waste from commercial properties located within the City of Houston. These two companies are Access Data Supply, Inc and Rapid Waste Solutions of Texas LLC. 

Agenda Items 79, 80, 81, 82, and 83 are second readings of ordinances that, if passed, would grant five companies the right, privilege, and franchise to collect, haul, and transport solid and industrial waste from commercial properties located within the City of Houston. These five companies are Blackwood Portable Restrooms, LLC, Blue Water Grease Service Inc, Environmental Earth-Wise, Inc. Environmental Remediation & Construction, LEL Environmental LTD., and Millennial Trucking, LLC.
