Houston City Council Agenda – November 28, 2018

The City will consider the following agenda items at the Houston City Council meeting scheduled for Wednesday, November 28, 2018, in the City Hall Chamber at 9:00 AM. The agenda items include multiple recommendations from Houston Public Works for the appropriation of payments and final contract amounts to multiple contractors and organizations for various work projects and fees. The agenda items also include additional funding for Waste Mangement of Texas, Inc., the declaration that the Houston City Charter be amended as a result of the passage of Proposition A, the addition of land to multiple utility districts throughout the City, and multiple ordinances seeking appropriations out of the Water & Sewer System Consolidated Construction Fund for various projects throughout the City.

Agenda Items 4-13 are all recommendations from Houston Public Works that, if passed, would approve the following payments and final contract amounts to multiple contractors and organizations for various work projects and fees:

  • Agenda Item 4 – Nearly $480,000 to cover the 2019 membership dues for the Water Research Foundation. The WRF is a member-supported, international nonprofit 201(c)3 organization formed in 1966, that funds, manages and publishes research on the technology, operation, and management of drinking water, wastewater, reuse and stormwater collection, treatment and supply systems-all in pursuit of ensuring water quality and improving water services to the public.
  • Agenda Item 5 – Nearly $2.4 million to the Texas Commission on Environmental Quality for 2018 water system fees. These fees are paid every year to the TCEQ for regulatory activities required for this agency under the Federal Safe Drinking Water Act. These activities include coordination of chemical sample collection, system inspections, plan reviews and other technical assistance.
  • Agenda Item 6 – Nearly $750,000 to be paid to the contractor for storm sewer cleaning and television inspection of small diameter pipes. This project was part of Houston Public Works’ storm water maintenance branch program and is required to clean and televise existing underground storm sewer systems.
  • Agenda Item 7 – Nearly $2.04 million to be paid to the contractor for FY2015 Local Drainage Project Construction Contract 1. This project was part of the Capital Improvement Plan and is required to meet local storm water drainage system improvements and repairs citywide.
  • Agenda Item 10 – Nearly $1.43 million to be paid to the contractor for wastewater collection system rehabilitation and renewal to deteriorated sewer collection systems throughout the City.
  • Agenda Item 11 – Approximately $1.58 million to be paid to the contractor for fire hydrant replacement throughout the City.
  • Agenda Item 12 – Nearly $1.547 million to be paid to the contractor for waterline rehabilitation and replacement of damaged or irreparable waterline valves and fire hydrants throughout the City.
  • Agenda Item 13 – Approximately $6.46 million to be paid to the contractor for the rehabilitation of multiple components at pump station buildings located across the City. This project was part of the City’s improvements of various groundwater treatment plants and is required to meet TCEQ regulations. This project also improved the operation, maintenance and reliability of the plants.

Agenda Item 18 is a motion that, if passed, would approve additional funding in the amount of $1.5 million to be paid to Waste Management of Texas, Inc. for the FY2019 solid waste disposal contract. This request would replace funding which was used during Hurricane Harvey disaster debris operations.

Agenda Item 22 is an ordinance declaring the adoption of Houston City Charter Amendments submitted to Houston voters and approved by a majority on November 6, 2018, and ordering that the Houston City Charter be amended to provide for a dedicated pay-as-you-go funding source to enhance, improve, and renew the City’s drainage systems and streets also known as Proposition A.

Agenda Items 43, 44, 45, 46, 47, and 48 are all ordinances that, if passed, would consent to the addition of land to multiple utility districts for inclusion in their districts.

Agenda Item 56 is an ordinance that, if passed, would appropriate nearly $6.1 million out of the Water & Sewer System Consolidated Construction Fund and award the contract to the contractor for the rehabilitation of multiple small diameter water lines. This project is part of the City’s Water Line Replacement Program and is required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.

Agenda Item 57 is an ordinance that, if passed, would appropriate $2.52 million out of the Water & Sewer System Consolidated Construction Fund and award the contract to the contractor for the construction, rehabilitation, and replacement of multiple large diameter water lines. This project is part of the City’s Surface Water Transmission Program and is required to maintain, improve and prolong the existing water transmission systems.

Agenda Item 63 is an ordinance that, if passed, would appropriate approximately $670,000 out of the Water & Sewer System Consolidated Construction Fund for the purchase of water meters and water meter replacement parts for Houston Public Works.
