Harris County Commissioners Court Agenda – October 9, 2018

A meeting of the Harris County Commissioners Court was held on Tuesday, October 9, 2018, in the Courtroom of the Commissioners Court of Harris County for the purpose of considering and taking action on matters brought before the Court. The agenda items include multiple recommendations and requests from the County Engineer, Flood Control District, Grants Department, Fiscal Services & Purchasing Department, and the Commissioners Court itself. The majority of the proposed agenda items concern various forms of flood control and mitigation projects as well as the appropriations requests required to fund them.   1. County Engineer:
    • Recommendation that the Court establish a public hearing date of November 13, 2018 to determine whether a portion of Harris County Deputy Darren Goforth Park on Horsepen Creek should be conveyed to Magellan Pipeline Company, LP for a pipeline easement and temporary workspace easements.
  2. Flood Control District:
    • Recommendation that the County Judge execute amendments and agreements with Landtech Consultants, Inc. for surveying services costing $250,000 for the Clear Creek federal flood risk management project in the Clear Creek Watershed in Precinct 1.
    • Recommendation that the County Judge execute amendments and agreements with Lockwood, Andrews & Newnam, Inc. for engineering services costing $712,260 to develop an implementation plan for flood damage reduction projects in the Halls Bayou Watershed and tributaries in Precincts 1, 2, and 4.
    • Recommendation that the County Judge execute the feasibility cost sharing agreement and certification regarding lobbying with the Department of the Army for the countywide Buffalo Bayou and Tributaries Resiliency Study.
    • Recommendation for authorization to negotiate agreements with: QC Laboratories, Inc. for materials engineering and testing services for construction of the Aldine-Westfield stormwater detention basin in the Greens Bayou Watershed in Precinct 1; BGE, Inc. for specialized environmental services to evaluate and plan a proposed mitigation bank site in the Clear Creek Watershed in Precincts 1 and 2; Entech Civil Engineers, Inc., Kuo & Associates, Inc., and McDonough Engineering Corporation for design, bidding, and construction phase engineering services for the Hegar regional stormwater detention basin in the Little Cypress Creek Watershed in Precinct 3; and Terracon Consultants, Inc. for specialized environmental services to evaluate and plan a proposed mitigation bank site in the Addicks Reservoir Watershed in Precincts 3 and 4.
    • Recommendation for approval of a change in contract with Serco Construction Group, Ltd. for detention facilities and structural connections for the Willow Waterhole Bayou detention project in the Brays Bayou Watershed in Precinct 1. If approved, this would add 54 calendar days and result in an addition of nearly $280,000 to the contract amount.
    • Recommendation that a portion of the Willow Creek Watershed in Precinct 4 be added to the district’s stormwater management system for identification purposes only in anticipation of future incorporation into the district’s maintenance system.
  3. Grants:
    • Request by the Commissioner of Precinct 1 for authorization to accept from the Texas Commission on Environmental Quality grant funds in the amount of $32,500 for the Clear Creek Restoration project.
  4. Fiscal Services and Purchasing:
    • Recommendation that awards be made to Millis Equipment in the amount of nearly $800,000 for general repairs at the Little Cypress Creek Watershed for the Flood Control District.
    • Request that the County Judge execute amendments with Jones & Carter, Inc. in the additional amount of $428,537 to increase engineering services for channel and storm water detention basin repairs and restoration for the Flood Control District for the period of March 27, 2018 to March 26, 2019.
  5. Commissioners Court:
    • Request for authorization to accept from Stephan and Ellen Beacham the donation of trees for use at Cypress Park.
