Houston City Council Agenda – September 26, 2018

The City will consider the following agenda items at the Houston City Council meeting scheduled for Wednesday, September 26, 2018, in the City Hall Chamber at 9:00 A.M. The agenda items include various recommendations from Houston Public Works regarding work contracts, the application to the Texas Parks and Wildlife Department for a grant to conduct improvements at Edgewood Park, an amendment to the Natural Gas Supply Agreement, multiple allocations from the Water & Sewer System Consolidated Construction Fund, and the reconsideration of agenda items from previous council meetings.

Agenda Item #3 is a recommendation from the Houston Public Works director regarding the acceptance of a work contract with Clean Serve, LLC for storm sewer cleaning and inspection as well as the approval of the final contract amount of $899,733.12.  This project is part of the Houston Public Works Storm Water Maintenance Branch program and is required to clean and inspect existing underground storm sewer systems.

Agenda Item #4 is a recommendation from the Houston Public Works director regarding the acceptance of a work contract with Nerie Construction, LLC for wastewater collection system rehabilitation and renewal as well as the approval of the final contract amount of $974,796.36. Under this project, the contractor will provide wastewater collection system rehabilitation and renewal to deteriorated sewer collection systems throughout the City.

Agenda Item #5 is a recommendation from the Houston Public Works director regarding the acceptance of a work contract with CSI Consolidated, LLC doing business as Clean Serve, LLC for large diameter sanitary sewer inspection using robotic technology as well as the approval of the final contract amount of $1,464,272.76. Under this project, the contractor will provide large diameter sanitary sewer inspection of deteriorated sewer collection systems throughout the City by using robotic technology.

Agenda Item #6 is a recommendation from the Houston Public Works director regarding the acceptance of a work contract with T Construction, LLC for wastewater system substitute service support as well as the approval of the final contract amount of $319,753.63. This project is part of the Neighborhood Back Lot Wastewater Substitute Service Program and is required to provide the relocation of sanitary sewer service lines from back lots to front lots.

Agenda Item #12 is an ordinance approving and authorizing the submission of a grant application to the Texas Parks and Wildlife Department for the Urban Outdoor Recreation Grant for improvements at Edgewood Park. The Houston Parks and Recreation Department (HPARD) requests the Council’s approval to apply, accept, and expand grant funds from the Texas Parks and Wildlife Department Urban Outdoor recreation local grant program for a project at Edgewood Park, an 11-acre community park. The proposed scope of work includes playground, sprayground, shade cover, walking trail loop, and exercise area. HPARD is requesting $1,000,000.00 in grant assistance for the improvements. Grant awards will be announced in Spring 2019.

Agenda Item #16 is an ordinance approving and authorizing a second amendment to the Natural Gas Supply Agreement between the City of Houston and Centerpoint Energy Services, Inc. to provide natural gas to the City. This amendment would extend the contract term from January 31, 2019 to April 30, 2019, and it would increase the maximum contract amount from $35,367,302.24 to $36,130,720.63.

Agenda Item #17 is an ordinance authorizing the appropriation of $2,997,500.00 out of the Water & Sewer System Consolidated Construction Fund to finance the contract awarded to Accurate Meter & Backflow, LLC for commercial meter replacement services for Houston Public Works.

Agenda Items #24, #25, and #26 are all Municipal Setting Designation ordinances prohibiting the use of designated groundwater beneath tracts of land containing 6.2742 acres around Edwards Street, 29.3902 acres around Washington Avenue, and 6.304 acres around Weslayan Street and Alabama Street. In 2003, the Texas Legislature authorized the creation of these Municipal Setting Designations (MSD), which designate an area in which the use of contaminated groundwater is prohibited for use as potable water. The law is administered by the Texas Commission on Environmental Quality and requires local city support to designate an MSD. The intent of the legislation is to encourage redevelopment of vacant or abandoned properties while protecting public health.

Agenda Item #27 is an ordinance authorizing the transfer of funds out of the Water & Sewer System Consolidated Construction Fund upon the approval and authorization of the Professional Engineering Services Contract between the City of Houston and Costello, Inc. for the Highway 3 distribution water line from Dixie Farm Road to north of West Texas Avenue. This project is part of the City’s Surface Water Transmission Program and is required to improve existing water distribution systems and to meet the Harris-Galveston Coastal Subsidence District’s legislative mandate to regulate the withdrawal of groundwater.

Agenda Item #29 is an ordinance authorizing the allocation of funds from the Water & Sewer System Consolidated Construction Fund upon the approval and authorization of a first amendment to the Professional Engineering Services Contract between the City of Houston and Lockwood, Andrews, and Newman, Inc. for design of the Highway 3 distribution water line as part of the Southeast Transmission Water Line System. This project will provide the technical support services for the design of needed improvements in the City’s Southeast Water System.

Agenda Item #30 is an ordinance approving and authorizing the Professional Engineering Services Contract not to exceed $315,000.00 between the City of Houston and Black & Veatch Corporation for the Southeast Water Purification Plant third party operator procurement support services.

Agenda Item #31 is an ordinance authorizing the allocation of funds out of the Water & Sewer System Consolidated Construction Fund upon the approval and authorization of the Professional Engineering Services Contract between the City of Houston and Gunda Corporation, LLC regarding the Highway 3 distribution water line from Fuqua Street to Dixie Farm Road. This project is part of the Surface Water Transmission Program and is required to maintain, improve, and increase the longevity of the existing large diameter water line.

Agenda Items #32 and #34 are both ordinances that were previously considered by the Houston City Council on September 12 and September 19, respectively, but were delayed and tagged by Council Member Kubosh. Agenda Item #32 concerns the addition of land to Harris County MUD No. 489 for inclusion in its district and Agenda Item #34 concerns the addition of land to Harris County MUD No. 449 for inclusion in its district.

Agenda Items #35 and #36 are both ordinances that were previously considered by the Houston City Council on September 19, but were tagged by Council Members Kubosh and Edwards. Agenda Item #35 concerns the addition of land to Harris County Water Control and Improvement District No.157 for inclusion in its district and Agenda Item #36 concerns the addition of land to Harris County Water Control and Improvement District No.159 for inclusion in its district.
