Houston City Council Agenda – September 19, 2018

The City of Houston considered the following agenda items at the September 19, 2018, Houston City Council Meeting. The agenda items include multiple appropriations for water and sewer system improvements, the approval of a grant application for improvements at Edgewood Park, the appropriation of funds for erosion control and construction improvements at Little Thicket Park, and the addition of land to two Harris County Municipal Utility Districts and two Harris County Water Control and Improvement Districts.

Agenda Item #2 is an ordinance appropriating $368,805.08 out of Water & Sewer System Consolidated Construction Fund as an additional appropriation to contract between the City of Houston and Industrial TX Corp. for the East Water Purification Plant – Chemical Feed Systems Improvement Bid Package 2. This project is part of the City’s Capital Improvement Program to increase the safety, chemical capacity, reliability, and efficiency of operations at the East Water Purification Plant. This project includes construction of improvements to storage and feed systems for various chemicals as well as modifications to the instrumentation and control systems.

Agenda Item #21 is an ordinance approving and authorizing the submission of a grant application to the Texas Parks and Wildlife Department for the Urban Outdoor Recreation Grant for improvements at Edgewood Park. The Houston Parks and Recreation Department (HPARD) requests the Council’s approval to apply, accept, and expand grant funds from the Texas parks and Wildlife Department Urban Outdoor recreation local grant program for a project at Edgewood Park, an 11-acre community park. The proposed scope of work includes playground, sprayground, shade cover, walking trail loop, and exercise area. HPARD is requesting $1,000,000.00 in grant assistance for the improvements. Grant awards will be announced in Spring 2019.

Agenda Item #22 is an ordinance appropriating $405,000.00 out of Park and Recreation Dedication Fund and approving and authorizing Interlocal Agreement between the City of Houston and the Memorial Heights Redevelopment Authority for erosion control and construction improvements at Little Thicket Park. The scope of work for the improvements includes stabilization of the failed bank slope of Little Thicket Bayou within the park, grading and drainage along the top of the stabilized bank, and re-establishment of vegetation along the top of the stabilized bank.

Agenda Item #32 is an ordinance appropriating $3,530,800.00 out of Water & Sewer System Consolidated Construction Fund and awarding the contract to Weisinger Incorporated for new/replacement of Water Well and Well Collection Line – District 203. This project consists of providing construction services for a new water well and well collection line.

Agenda Items #33 and #34 both concern the addition of land to two Municipal Utility Districts.The Utility District Review Committee has evaluated all three of the applications with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services. Agenda item #33 is an ordinance consenting to the addition of 489.21 acres of land to Harris County MUD No. 449 and Agenda Item #34 is an ordinance consenting to the addition of 34.44 acres of land to Harris County MUD No. 551.

Agenda Items #35 and #36 both concern the addition of land to two Harris County Water Control and Improvement Districts. Agenda Item #35 is an ordinance consenting to the addition of 29.9813 acres of land to Harris County Water Control and Improvement District No. 157 and Agenda Item #36 is an ordinance consenting to the addition of 47.08 acres of land to Harris County Water Control and Improvement District No. 159.

Agenda Item #39 is an ordinance appropriating $203,481.00 out of Water & Sewer System Consolidated Construction Fund as an additional appropriation to Professional Engineering Services Contract between the City of Houston and Arcadius U.S., Inc. for Pump and Lift Station Renewal and Replacement. This project consists of rehabilitation of two lift stations and abandonment of two lift stations.
